In Philadelphia, the sidewalk out front is your responsibility — including the liability
Philadelphia City Code § 11-505 puts grading, paving and repair of the public sidewalk on the abutting property owner, and Pennsylvania has taken that position since 1891. That means a raised slab, a spalled section, or a lip between two panels is yours to fix — and yours to answer for if somebody trips on it.
We replace failed panels to the city’s specification, correct the pitch so water leaves the walk instead of freezing on it, and handle the work cleanly on narrow streets where there’s nowhere to stage. If you’ve been issued a notice, bring it to the estimate and we’ll quote directly against what it says.
What we build
City sidewalk replacement
Panel-by-panel or full frontage, poured to Philadelphia Streets Department specification with correct joint spacing and a slip-resistant finish.
Front walks & garden paths
Concrete, paver or flagstone paths from the street to the door. This is the first thing anyone sees of the house — worth doing properly.
ADA & accessible routes
Correct running slope, cross slope, and detectable warning surfaces for commercial frontage and multi-unit properties.
Trip hazard correction
Cutting out and replacing lifted panels, usually caused by tree roots. Targeted, fast, and far cheaper than doing the whole frontage.
Fix it before it becomes a claim
- One panel sits higher than the next — the classic trip-and-fall setup
- Surface is flaking, pitted, or has aggregate showing through
- Tree roots have lifted or cracked a section
- Water pools on the walk and ices over every winter
- You've received a notice or violation from the city
- You're selling, and the inspection flagged the sidewalk
Not sure which of these you’re dealing with? Send a photo with your details and we’ll tell you before we ever come out.
What walkway and sidewalk work costs with us
City sidewalk repair and a designed stone entry sequence sit at opposite ends of what we do, and both are below. Small compliance jobs carry a minimum — the crew, the saw and the truck all still have to show up.
Concrete sidewalk or walk
Poured to city spec, jointed, broom finish
$12 – $18 / sq ft
Paver walkway
Premium pavers on a full compacted base
$25 – $38 / sq ft
Natural stone path
Hand-cut bluestone or flagstone
$38 – $70 / sq ft
Designed entry sequence
Walk, steps, piers, lighting and planting beds
$20,000 – $75,000+
Single panel replacement
Trip-hazard and violation work
Quoted per panel
Removing the existing walk
Thickness and access dependent
$3 – $7 / sq ft
What moves the number
- Total square footage — larger frontages get a better per-foot rate
- Whether tree roots have to be cut and the route re-graded around them
- Street access and where a truck and a dumpster can legally park
- Finish: plain broom, exposed aggregate, saw-cut pattern, or pavers
No hourly billing. Every quote we write is a fixed price for a defined scope. If we find something genuinely unexpected once we open up the ground, we stop and talk to you before anything changes.
How the job actually runs
Four stages, and you know what’s happening at each one.
Step 1
Call or send details
Tell us roughly what you want and where you are. We ask a few questions and book a visit, normally within 2 to 3 business days.
Step 2
On-site measure and quote
We measure, check the drainage, the access and what's under the existing surface, then send a fixed written price — usually within 48 hours.
Step 3
Schedule, permits and prep
You get a start date in writing. We pull any permits, call PA One Call 811 for utility markouts, and protect the areas we're working around.
Step 4
Build, clean up and walk through
We build it, haul everything away, and walk the finished job with you. You get your written warranty and care instructions before we leave.
Why we're not the cheapest quote you'll get
And exactly where the difference goes.
The base, not just the surface
Excavated to subgrade and compacted in lifts. It's the slowest part of the job, the part nobody sees, and the only reason the finished work stays flat.
Our own crews, start to finish
No subcontracted chain and no rotating faces. The people who quote your job are the people who build it.
A fixed price and a written warranty
One number for a defined scope, agreed before anyone breaks ground, backed by terms you get on paper with the invoice.
Materials chosen to last, not to win a bid
Rated pavers, correct reinforcement, real drainage stone and proper sealers. Specifying down is how a cheaper quote gets to be cheaper.
Written warranty on every job
You get it on paper with the invoice, not as a promise someone made in a driveway.

Questions we get asked
If yours isn’t here, call and ask. We’d rather answer it now than have you find out mid-project.
Who is responsible for the sidewalk in front of my house?
You are. Philadelphia City Code § 11-505 makes the abutting property owner responsible for grading, curbing, paving and repairing the public sidewalk, and Pennsylvania courts have long held owners liable for pedestrian injuries on defective sidewalks. That applies even to vacant lots.
I got a violation notice. Can you help?
Yes, and this is a large share of what we do. Bring the notice to the estimate — it usually specifies exactly which panels and what work is required. We quote against that document so what you’re paying for lines up with what closes the violation.
How long does a sidewalk take?
Most residential frontages are a one-day pour after demo. Keep foot traffic off for 24 hours and vehicles off for a week. We barricade and sign the work area for the duration so pedestrians have a safe route.
Can you work around a street tree?
Usually, and carefully. Roots can be pruned within limits, and we can adjust the route, add a flexible joint, or use pavers so the walk moves with the tree instead of fighting it. Street trees in Philadelphia have protections, so significant root cutting may need Parks & Recreation sign-off — we’ll flag it if that’s your situation.
Do I need a permit for sidewalk work?
Work in the public right-of-way typically requires a permit and the contractor doing it has to be registered with the city. We’re a licensed PA contractor (#PA199219), we carry insurance, and we handle the permitting as part of the job.
What finish holds up best?
A standard broom finish. It’s slip-resistant when wet, it hides minor wear, and it takes de-icing better than a smooth troweled surface. Save the decorative finishes for the private walk up to your door, where salt exposure is lower.
